The Government of Cameroon has entrusted the Rural Electrification Agency with a major role in reducing the deficit in access to electricity in Cameroon. To reverse this trend, the Rural Electrification Agency is implementing several large or medium-sized projects with the technical and financial support of several donors. In terms of large-scale projects, I will cite the case of PERACE, the Rural Electrification and Access to Electricity Project in Underserved Regions of Cameroon (PERACE) whose development objective is to increase by 5% the national rate of access to electricity by June 2025.
I. Rural Electrification and Access to Electricity Project in Underserved Regions of Cameroon (PERACE).
The Government of Cameroon has entrusted the Rural Electrification Agency with a major role in reducing the deficit in access to electricity in Cameroon. To reverse this trend, the Rural Electrification Agency is implementing several large or medium-sized projects with the technical and financial support of several donors. In terms of large-scale projects, I will cite the case of PERACE, the Rural Electrification and Access to Electricity Project in Underserved Regions of Cameroon (PERACE) whose development objective is to increase by 5% the national rate of access to electricity by June 2025.
Indeed, with the support of the World Bank, the Rural Electrification Agency is implementing this project which pays sustained attention to the underserved regions of the Far North, the East and the South. West and North-West where PERACE will electrify 280 localities. With the support of the European Investment Bank (EIB) and the European Union (EU), PERACE's interventions are being extended in the Adamaoua and North Regions with the electrification of 239 localities. This will bring the number of localities electrified as part of this project to 519 by 2027.
Through this project, the Government aims to provide more than 1.5 million people with new or improved electricity services.
The Rural Electrification Agency has also set up, through PERACE, easy access to connections whether in urban, peri-urban or rural areas, namely the Revolving Fund for electrical connections. To date, more than 135,000 connections have been made through this facility throughout the country with the partner ENEO.
The connection targets through the Revolving Fund, which is implemented through PERACE, have increased from 163,000 to more than 234,000 by June 2025 in order to cope with strong demand.
Through PERACE, thirty-one (31) integrated health centers in rural areas spread across eight (08) regions of Cameroon were supplied with electricity by solar photovoltaic systems. These health centers now have the ability to store all types of vaccine and be able to treat patients day and night.

As a reminder, the initial cost of the project was estimated at F CFA 8 833 497 417 or 13 466 580 EurosFunded 49,22% 49.22% by the European Union and 45,34% 45.34% by the State of Cameroon 5,5% The remaining 5.5% is distributed between the partners and beneficiaries of the project. The extension of the project execution deadline and the actual cost of construction of the Small Hydroelectric Power Plant (2.9MW) Falls 210, brought the total cost of F CFA 8 833 497 417 the the project from F CFA 8,833,497,417 to F CFA 11,945,149,485 11 945 149 485, hence an additional cost of F CFA 3 111 651 798 entirely supported by the State of Cameroon.
- Study of isolated sites for photovoltaic solar electrification
As a reminder, as part of the supply, installation and after-sales service of photovoltaic solar kits for community infrastructure in 32 isolated localities in the Rumpi zone, 15,500 photovoltaic solar energy toilets were installed in community infrastructure, namely: 06 health centers, 04 secondary schools, 12 primary schools and 96 solar public lighting points in 32 isolated localities in the Rumpi zone.
This activity was carried out and provisional acceptance was pronounced on December 31, 2013. After-sales service services continued during 2014, corresponding to the warranty period, and ended on December 31, 2014.
During 2015, this activity continued with the retrocession of photovoltaic solar kits to the beneficiary municipalities.
In fact, the handover of the facilities to the beneficiaries took place gradually. Following the working session held in Kumba on October 8, 2015 between those responsible for the project and the administrative and municipal authorities of the Dikome Balue District, the handover agreement was initialed and signed by the Mayor of Dikome Balue.
Likewise, on October 9, 2015, working sessions took place with the Mayors of Ekondo Titi and Mbonge respectively. The latter in turn initialed and signed the handover agreements.
A reminder letter was sent to the municipality of Bamusso with a view to signing the agreement. Following this, the Mayor of Bamusso, by correspondence dated December 29, 2015, requested the holding of a Workshop with a view to signing this agreement.
During 2016, this activity ended with the handover of the PV solar kits to the municipality of Bamusso. Indeed, following the workshop organized on March 2, 2016, the retrocession agreement was signed by the Mayor of Bamusso.
In total, the photovoltaic solar kits were handed over to the 4 beneficiary municipalities as follows:

- MV/BT networks section and connections
The creation of the cluster of 18 localities was split into several Markets implemented gradually.
2.1.1 MT networks (18 localities)
The construction works for 30 kV MV networks Lot No. 01 “Ekombe Bonji – Kotto Barombi – Bakundu Foe” and Lot No. 02 “Bafia – Munyengue – Kuke Mbomo” were received on November 21, 2011.

2.1.2 LV networks and connections (18 localities)
The construction of LV networks in eighteen (18) localities has been completed since May 18, 2013.
Regarding the execution of the connections, following the modification made in the initial interconnection plan of the works, with a view to the handover of the networks created to the national distribution concessionaire ENEO, negotiations were initiated with the company successful bidders for the works, at the end of which a draft amendment relating to the modification of the technical specifications of the connections was concluded and transmitted to the internal procurement commission of the AER for examination and opinion. The commission issued a favorable opinion, the said Amendment was signed on December 31, 2013.
The service order for the start of the works served on the works company on April 7, 2014 for an execution period of 04 months.
However, this deadline was not met by the company which cited difficulties of several types: difficulties in obtaining pro forma invoices, the establishment of documentary credits by banks and import declarations, overlapping of the execution period with the summer vacation period (July-August) in Europe during which factories are shut down or in limited operation.
The congestion in the port of Douala also contributed to the delay in making connections.
However, the reception of 2x16mm² cables and metering boxes for the execution of connection works in 18 localities was carried out respectively on November 17 and December 5, 2014. This marks the effective start of the execution of connection works in 18 localities.
During 2015, the connection work in 18 localities continued and ended with the technical visit prior to provisional acceptance held from May 4 to 31, 2015 with the completion of 4 154 connections on a total of 4,154 contractual connections or a percentage of 100%.
All of these achievements by locality are presented in the table below.

4 154 connections have been réalisés on a total of 4,154 contractual connections or a percentage of 100%.
2.1.3 MV and LV networks immersed in (03 localities)
The procurement procedure following the National Open Call for Tenders of September 26, 2011 for the construction of submerged Medium Voltage and Low Voltage networks in three (03) localities in the Mbonge District, Mémé Department, Region of the South-West, was completed in 2012 by the notification of the service order to start the work on April 20, 2012, to the company BATRATEL SARL B.P: 12,877 Douala, for an amount excluding taxes of 62,048,602 F CFA with an execution time of four (04) months. The construction of the submerged LV network was subject to the modification of the technical specifications of the submerged cable, the amendment of which was notified on 08/19/2013 for an execution time of one (01) month. immersed in (03 localities )
The construction of the submerged MV and LV networks was completed on December 24, 2013. Provisional acceptance is subject to connection to the SONEL network.
Following the negotiations which took place with ENEO, and the agreement reached on a private contract between AER and ENEO on July 30, 2015 for the conformity control, reception and commissioning of MV networks /BT in 26 localities in the Rumpi zone; provisional acceptance of the work was finally declared on November 22, 2016.
2.2 MV/LV networks and connections (08 localities in the hydro cluster)
The construction of the MV/LV networks was completed in 2012.

Regarding the execution of the connections, following the modification made in the initial interconnection diagram of the works, noted by Amendment No. 02, noting:
- Changes to the consistency of the work and technical specifications of connection equipment with a view to handing over the networks to the distributor ENEO;
- The construction of MV/BT networks and connection in the locality of Kombone Mission;
- Modification of the contractual deadline;
- Taking into consideration the relevant provisions relating to the reform occurring in the public procurement system.
This amendment was notified to the company on November 22, 2013, for a completion period of six (06) months. However, this deadline was not met by the company which cited difficulties of several types: in particular the validation of the execution file, the establishment of documentary credits by the banks and the import declarations, the overlap of the execution period with the July-August summer vacation period) in Europe during which factories are shut down or in limited operation.
The arrival of the equipment at the port of Douala coincided with the period of congestion at the port. When the equipment left the port of Douala in November 2014, the company requested receipt of the said equipment.
The actual start of the execution of connection works in 8 localities in the Rumpi zone took place on November 27, 2014.
During 2015, the connection work in 08 localities of the hydro cluster continued and ended with the technical visit prior to provisional acceptance held from March 18 to 28, 2015 with the completion of 1,226 connections out of a total of 1,281 contractual connections or a percentage of 95,7%.
All of these achievements by locality are presented in Table No. 02 below:

During 2016, the pre-acceptance of the work was carried out in several phases:
- First, the AER/ENEO technical visit and the company took place on January 20, 2016 with a view to verifying the network’s compliance with standards. It was noted during this visit that certain poles presented visual anomalies, the line revealed adjustment problems in places, and that pruning was insufficient. The company was recommended to undertake work to remove these reservations;
- Then, a joint AER/ENEO and company visit took place on February 13, 2016 with a view to verifying the earth resistance measurements of the MV/LV networks. It was noted during this visit that certain lands did not comply with standards. To this end, the company was ordered to improve the land in accordance with current standards.
- Finally, a joint AER/ENEO and company visit took place on April 29, 2016. It was noted during this visit that all the reservations mentioned above had been lifted. The structure was powered up and the tests on the various devices were positive. Commissioning was carried out on June 3, 2016, the date on which provisional acceptance was declared.
And in accordance with the provisions of article 60 of the Contract, the warranty period runs from the date of this provisional receipt. To this end, the final acceptance of the installations will be effective on June 2, 2017.
The work was carried out and the technical visit prior to the provisional acceptance of the work was held on May 13, 2013. The provisional acceptance is subject to connection to the ENEO network. Following the negotiations which took place with ENEO, and the agreement reached on a private contract between AER and ENEO on July 30, 2015 for the conformity control, reception and commissioning of MV/LV networks in 26 localities in the Rumpi zone, provisional acceptance was finally pronounced on November 22, 2016.
And in accordance with the provisions of article 60 of the Contract, the warranty period runs from the date of this provisional receipt. Consequently, the final acceptance of the installations will be effective on November 22, 2017.
- Operation component of MV and LV structures
Le operations component MV and LV works require specifying the regulatory framework and the development of operating and connection agreements and operator specifications.
Due to the inadequacy of the regulatory framework relating to operation, in particular that linked to purchase and sale prices, operating instructions, the modification of the interconnection plan of the works became necessary and approved by the Committee of Pilotage at its meeting of November 29, 2012, as well as the handover of the networks created to the national distribution concessionaire ENEO.
With this in mind, negotiations took place with ENEO, at the end of which an agreement was reached on a private contract between AER and ENEO on July 30, 2015 for conformity control, acceptance and commissioning. MV/LV networks and
connections in 26 localities in the Rumpi zone, for an amount excluding tax of 40,445,100 F CFA for an execution period of three (03) months.
- Operational component of the PCH (2.9MW) Falls 210
The operating plan had already been adopted by ARSEL in 2012. And a letter relating to it was sent to the AER on January 30, 2012. A first version of the various texts was developed by ARSEL since January 2014; it was:
- a draft decision of the operating plan prepared in accordance with the Law of December 14, 2011, governing the electricity sector
- a draft decree on rural electrification and;
- a draft of the operating DAO.
The documents were retransmitted on January 24, 2015 to the various stakeholders for observations and comments before the joint meeting was held.
Following the recommendation of the executive secretariat of the project, of October 23, 2015, several working sessions with the AER and IED were held under the aegis of the ARSEL with a view to the restitution of the exploitation plan, the tariff and DAO operation of the PCH.
The Deputy Director General of ARSEL presented the results of these consultations, specifying that the proposed solutions take into account the current orientations of the government on decentralization which prescribes the involvement of decentralized local authorities in the development of infrastructure projects. Several scenarios which envisage the participation of the central government, the municipal authority and a private partner were examined.
The recommended operating plan provides for a partnership contract between the Municipality and a partner which results in the creation of an electricity service operator in rural areas (OSER) which requests an operating authorization from ARSEL. OSER’s obligations will be limited to operation and maintenance activities. In addition to the private partnership and the Municipality, the government, national private companies, etc. can take stakes in the capital of OSER. The initial investment, renewals and extensions will remain the responsibility of the municipality. ARSEL will ensure the regulation of the operator’s activities.
Suite à la réunion tenue à l’ARSEL le 31 août 2016, le projet de DAO d’exploitation de la Petite Centrale Hydro a été transmis aux différentes parties prenantes au projet le 30 septembre 2016 pour recueillir les observations et avis.
Par ailleurs, un Avis de Sollicitation à Manifestation d’Intérêt y relatif a été lancé par l’ARSEL le 14 septembre 2016, pour la présélection des entreprises en vue du lancement de l’Appel d’Offre pour l’exploitation de la Petite Centrale. A la date limite de remise des propositions fixée au 04 octobre 2016, un seul soumissionnaire a été enregistré. A cet effet, l’ARSEL a été exhorté à :
- a) proposer une feuille de route pour la finalisation du DAO et de passation de Marché d’exploitation de la PCH au plus tard le vendredi 28 octobre 2016 ;
- b) prolonger la date remise des manifestations d’intérêts en diversifiant les canaux de publication notamment, le quotidien Jeune Afrique, le JDM de l’ARMP et les institutions spécialisées telle que The Alliance for Rural Electrification (ARE) ;
- c) compléter les informations d’ordre techniques, juridiques et financières permettant aux soumissionnaires de mieux monter leur plan d’affaire ;
- d) organiser une séance de travail AER/ARSEL et IED le 03 novembre 2016 en vue de la relecture du DAO.
- Volet construction de la petite centrale hydroélectrique PCH « Falls 210 » d’une capacité installée de 2.9 MW à Boa Bakundu, Arrondissement de Mbonge, Département de la Meme.
Avant le début des troubles sécuritaires dans les Régions Anglophone, 80 % des travaux de construction de la PCH été terminés. Avec les troubles caractérisés par les villes mortes et les violences dans les Régions anglophone du pays depuis le mois de novembre 2016, l’entreprise a déjà écrit plusieurs fois pour signaler la difficulté pour accéder au chantier et finalement le contrat a été résilié en décembre 2018.
1.1.6 Impact de la situation sociale instable sur les délais d’exécution de l’Avenant N°04
Dans le cadre de l’exécution du marché des travaux de la Petite Centrale Hydro (2,9MW) Falls 210, la situation de villes mortes occasionnées par le climat social instable observé depuis le mois de novembre 2016, dans la Région du Sud-Ouest a eu une incidence très négative sur les délais d’exécution des travaux de construction de la PCH s l’Avenant N°04.
En effet, le Mandataire du groupement PUROIL SA – GALDIANO SA, adjudicataire dudit Marché par correspondances respectives des (16 Février 2017, 09 Février 2017, 23 Janvier 2017 et 19 Janvier 2017) invoque le problème d’insécurité qui empêche son personnel de se rendre au chantier pendant les opérations de villes mortes, ainsi que la sécurisation des camions d’approvisionnements de matériaux (ciment et agrégat) sur le chantier.

AGENCE D’ÉLECTRIFICATION RURALE
La construction des
nouvelles mini-centrales hydroélectriques est envisagée.
Après la mini-centrale hydroélectrique de Mbakaou, l’Agence d’électrification rurale travaille avec ses différents partenaires pour alimenter davantage de communautés rurales grâce à la construction des mini-centrales hydroélectriques. Les sites retenus sont Lone, Mbikiliki, Fé et Mbamti. Les chutes d’eau se trouvent respectivement dans les régions de l’Est, du Sud et de l’Adamaoua.
